Mayor Hammell called the meeting to order at 9:00 am. A quorum was present. 

Council passed the following resolution: 

  • 214-15-2024
    Moved by:Councillor Nickason
    Seconded by:Councillor Hampton

    Be It Resolved that the agenda for the Special Council Meeting of Monday, July 22, 2024 be received and adopted, as distributed by the Clerk.

CAO Kirkwood updated Council on several projects:

  • Proposed Paisley Firehall and Public Works Facility
    • The final proposed drawings and site plan have been prepared for the new Paisley Firehall and Public Works Facility.  The site plan has been provided to Bruce County for comments.
    • The Municipality has received comments on width and separation distance between the entrances on County Road 3 and the location of sanitary services along the County Road.
    • The next step will be to issue an RFP during the week of July 22nd and an anticipated closing by August 16th.  The results of the RFP will be brought to Council for final approval.
    • The Municipality has secured a $5,000,000 loan from Infrastructure Ontario which does not start until the Municipality requests the funds. The cost of construction has been estimated at $5 million dollars.

  • 2022-2026 Work Plan Update
    • This work plan will be reviewed in the 2025 Budget process to ensure alignment with proposed project initiatives.

Recreation Manager, Carly Steinhoff, responded to questions from Members of Council. 

She noted that the Chesley Park change house had been damaged by someone falling through the roof, and it needs to be repaired immediately.

Subsequent to further discussion, Council passed the following resolution:

    1. Be it Resolved that Council directs staff to proceed with the emergency roof repairs to the Chesley Park change house due to damage that occurred on July 19, 2024.
    2. Accept the quotation from Wagler's Carpentry Inc. in the amount of $5,965 plus HST for the installation of a new steel roof.
    3. That this be financed through Account 01-0000-7259 - Recreation Building Reserve.

    Be It Resolved that By-law No. 38-2024 be introduced and read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

    By-law 38-2024 being a By-law to appoint Emily Dance as the Chief Administrative Officer for the Municipality of Arran-Elderslie as of August 6, 2024.

The Mayor advised that Council go into Closed Session at 10:08  a.m. for the purpose of matters identified in the motion below.

    Be It Resolved, That the Council of the Municipality of Arran-Elderslie does now go into closed session to discuss an item(s) which relates to:

    () proposed or pending acquisition or disposition of real property 

    ( ) labour relations or employee negotiations

    Be It Resolved That Council of the Municipality of Arran-Elderslie does now return to the Open Session at 12:05 p.m.

    Be It Resolved that By-law No. 39-2024 be introduced and read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

    By-law 39-2024  being a By-law to confirm the proceedings of the Special Council meeting of the Municipality of Arran-Elderslie held Monday, July 22, 2024.
