Mayor Hammell called the meeting to order at 9:00 am. A quorum was present. 

The Grand Opening of the Paisley Library in its new location upstairs at the Paisley Community Centre will take place next Friday, July 12th from 9:30 to 2:00 p.m. There will be remarks at 9:45 a.m. followed by a ribbon cutting ceremony at 10:00 am and then The Magic of Mr. Oh will begin at 10:30 a.m. There will be cake and refreshments provided as well.  

The Paisley 150th Birthday celebrations will take place this weekend starting Friday, July 12th at 6:00 p.m. and running until Sunday, July 14th at 4:00 p.m. There is lots going on and the details and a schedule of events can be found on their website www.paisleyhoco.com.

Bruce Power will be hosting a Chesley Community Charity Fun Fair on Thursday, August 8th from 4-7 p.m. at the Chesley Training Centre located at 60 Industrial Park Rd., which is the previous Durham Furniture location. The community is invited to attend and view parts of the facility and try out some of their interactive displays and training equipment. There will also be a BBQ by donation with proceeds going to the Chesley District Community School Breakfast Club.

If you’re looking for things to do this summer, check out our community calendar located on our website at www.arran-elderslie.ca. There are events for all ages in all of our communities. Also, if your hosting a non-profit event, you can also submit it to be added to the calendar from our website as well.

The pools in Chesley and Tara are now open for the summer! Public Swimming is available every weekday from 12:00pm to 2:00pm and 6:00pm to 7:30pm at both pools, at the Tara Rotary Pool on Saturdays from 2:00pm to 5:00pm and at the Chesley Community Pool on Sundays from 2:00pm to 5:00pm. The full schedule for the pools can be found on our website and social media. Also, a reminder that you can also cool off at one of our 3 splashpads located in Chesley, Tara or Paisley!

Our Summer Newsletter is being mailed out soon with the final tax billing! Details on the calendar, pools and other municipal news and information is included in the newsletter as well!

Just a reminder that in the months of July and August there is only one regular council meeting a month. The next regular council meeting will be on Monday, August 12th at 9:00 a.m.

    Be It Resolved that the Council of the Municipality of Arran-Elderslie adopt the minutes of the Regular Council Session held June 24, 2024.

Andrew James, MSS, had concerns regarding an exemption for people that are not home owners.  If there is a handicap tag visible in the vehicle there would not be a ticket for this.

Mr. James noted that there have not been a lot of calls for driveway obstruction in Chesley. They have no ability to run licence plates on the road side.  They would need addresses for exemptions.  

Councillor Hampton noted that he would be happy to amend the motion to allow for residential driveways only.

Council provided direction to municipal enforcement staff that there would be no ticketing for a trial period of one year.

    Whereas the Corporation of the Municipality of Arran-Elderslie has By-Law 46-2020 being a By-Law to regulate and control traffic and parking within the Municipality of Arran-Elderslie.

    Whereas  Section 12.1 No Parking of By-Law 46-2020 being a By-Law to regulate and control traffic and parking within the Municipality of Arran-Elderslie states that no person shall park a vehicle in front of or within 1 meter (39 inches) of a driveway or laneway or so as to obstruct vehicles in the use of a driveway or laneway.

    Whereas in consultation with Chesley community members, Section 12.1 No Parking of By-Law 46-2020 has created nuisance to home owners.  Examples provided included receiving tickets for obstructing your own laneway, creating challenges for seniors to traverse curbs instead of parking at the end of laneways (fall prevention) and preventing daycare providers from obstructing their own driveways (with their vehicles) to create a barrier for children exiting properties and vehicles entering properties for safety without concern of receiving a ticket for violating section 12.1 No Parking of By-Law 46-2020.

    Whereas, be it upon consideration of community information, evidence and discussion it is recommended that council support exempting By-Law 46-2020 Section 12.1 no person or homeowner shall park a vehicle in front of or within 1 meter (39 inches) of a residential driveway or laneway or so as to obstruct vehicles in the use of a residential driveway or laneway.

Tracy Chalifoux of Xplore Telecommunications gave a presentation to Council.  They are working on a highspeed internet project to most rural parts of the province.  They are bringing fiber to Arran-Elderslie and they will be submitting permits to the Municipality for the project.

There may be some overlapping with other telecommunication businesses and this is normal.  They are connecting homes as identified by the province as needing highspeed internet.

He expects this project to be up and running by December, 2025.

Clerk, Christine Fraser-McDonald noted that the Clerk's Department is working on the "At Large" report/survey.  It will be brought back at a later Council meeting in October.

    1. Authorizes the use of an alternate voting method for the 2026 election pursuant to the provisions of the Municipal Elections Act;
    2. Approves the use of telephone and internet as the preferred voting methods for the 2026 election;
    3. Authorizes Simply Voting Inc. as the service provider of telephone and internet voting services for the 2026 Municipal and School Board elections;
    4. Provides 2025 pre-budget approval to enter into a vendor contract with Simply Voting Inc.; and
    5. Directs staff to bring forward a bylaw to bring force and effect to the same.

Works Manager, Scott McLeod responded to questions from Members of Council.

    1. Award the contract for winter sand delivered to the Arran-Tara Shop, as per the terms and conditions posted by Bruce County, to Keith Snyder Construction Ltd., in the amount of $19,577.25 including HST, based on a volume of 1,100 tonnes of sand;
    2. Award the contract for winter sand delivered to the Elderslie Shop, as per the terms and conditions posted by Bruce County, to Walker Aggregates Ltd., in the amount of $24,679.20 including HST, based on a volume of 1,400 tonnes of sand;
    3. Authorize the purchase of winter salt in the amount of $9,977.90 including HST from Compass Minerals based on a volume of 125 tonnes; and
    4. That this purchase be financed from Account #01-2520-4340 – Winter Sand/Salt – Material & Supplies.

Water/Sewer Foreman, Chris Legge, responded to questions from Members of Council. 

This proposal only supports the one building and does not support the back lots on the property.  The watermain will become part of the municipal system.

    1. Authorizes Staff to proceed to finalize the agreement and plans associated with the proposed joint water infrastructure upgrades as outlined in report SRWS.24.03;
    2. Grants an exemption to Article 4.7 of By-Law 59-09 – Finance: Procurement Policy and authorizes R.F. King Contracting Ltd. to complete the works; and
    3. Directs staff to bring a bylaw forward following the satisfactory completion of the project to assume the infrastructure into the municipal water system.

    1. Authorizes Staff to proceed to undertake the completion of the proposed eight municipal identifier signs in accordance with the locations as identified in report SRECDEV.2024.03;
    2. Grants an exemption to Article 4.7 of By-Law 59-09 – Finance: Procurement Policy and authorizes Signontario to fabricate and install the eight proposed municipal identifier signs; and
    3. Direct staff to move forward with securing the necessary sign permits from Bruce County, MTO or any other agency as required for installation of the signs.

Shaw:

Deputy Mayor Shaw attended July Fest, South Bruce Grey Health Centre Annual General Meeting, SMART meeting, and will be attending the Paisley Homecoming and Library Opening.  She will also be attending the Allenford Ball Diamond ribbon cutting.

Hampton:

Councillor Hampton had nothing to report.

Dudgeon:

Councillor Dudgeon was absent.

Steinacker:

Councillor Steinacker was absent.

Penner:

Councillor Penner was absent.

Nickason:

Councillor Nickason attended a BASWR meeting, there will be Pub Nights at the Allenford Curling Club.

Hammell:

Mayor Hammell will be attending the Paisley 150th celebrations, will be attending the Library opening, attending the South Bruce Grey Health Centre Annual General Meeting, attended the grade 8 graduation at the Tara curling club, and attended July Fest.
