Mayor Hammell called the meeting to order at 9:00 am. A quorum was present. 

Council passed the following resolution:

    Be It Resolved that the agenda for the Council Meeting of Tuesday, October 12, 2021 be received and adopted, as distributed by the Clerk.

    Be It Resolved that the Council of the Municipality of Arran-Elderslie adopt the minutes of the Regular Council Session held September 27, 2021.

Council passed the following resolution:

    Be It Resolved that the Council of the Municipality of Arran-Elderslie receives, notes, and files correspondence on the Council Agenda for information purposes.

Clerk, Christine Fraser-McDonald provided an overview of her report and responded to questions from Members of Council. 

Subsequent to further discussion, Council passed the following resolution:

    Be it Resolved that Council adopts the schedule for the 2022 Regular Council meetings.

Recreation Manager, Carly Steinhoff, provided an overview of her report and responded to questions from Members of Council. 

Subsequent to further discussion, Council passed the following resolution:

    Be It Resolved that Council hereby,

    1. That Council approve Bridge Plumbing and Heating to upgrade the heat unit at a cost of $10,860.00 excluding applicable taxes; and
    2. That Council approve the funds be drawn from Recreation General Reserve Account 01-0000-2177.

Davis:

Deputy Mayor Davis attended the Dave Spencer Memorial Pavillion Dedication Ceremony and will attend the SMART Transit meeting on Friday in place of Councillor Bell.  The Deputy Mayor also noted that with the hiring of a Full-Time Fire Chief, the contract between the Chesley Fire Board and the Township of Chatsworth would need to be reviewed.  He also inquired on the status of the Big Bruce pins. 

Bell:

Councillor Bell was not in attendance.

Dudgeon:

Councillor Dudgeon noted that with the recent publicity surrounding Big Bruce, it may be prudent to investigate a potential trademark for Big Bruce to ensure there are no negative effects to the Municipality in the future.  

Greig:

Councillor Greig has received complaints related to the smell coming from the Lallemand plant.  

Kanmacher:

Councillor Kanmacher attended the We Care meeting on October 7th and will be attending the upcoming Regional Speeding, Emergency Management Program Committee and the Arran-Elderslie Youth Council meetings.  A new gift shop is opening in Paisley as well. 

Nickason:

Councillor Nickason attended the Dave Spencer Memorial Pavillion Dedication Ceremony and the BASWRA meeting on October 21st. 

Hammell:

Mayor Hammell attended the Dave Spencer Memorial Pavillion Dedication Ceremony and the flag raising for the National Day for Truth and Reconciliation. He also attended the Bruce County Clerk's meeting hosted by Arran-Elderslie on October 1st to provide the opening greetings and then spent the day welcoming new businesses in Arran-Elderslie.

Treasurer, Tracey Neifer, noted that the minutes were amended at the September 28th meeting to reflect a correction under item 7, that the tanker is 2014 and the units are 2011.

    Be It Resolved that the Council of the Municipality of Arran-Elderslie adopt the minutes of the Paisley Fire Hall Sub Committee meeting held September 14, 2020.

    Be It Resolved that By-law No. 66-2021 be introduced and read a first, second and third time, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

    By-law 66-2021 being a By-law to adopt a Delegation of Powers and Duties policy.

    By-law 68-2021 being a By-law to confirm the proceedings of the Regular Council meeting of the Municipality of Arran-Elderslie held Tuesday, October 12, 2021.
